The rate review process takes about 18 months from initial development until new energy rates take effect. The Public Service Commission of Wisconsin (PSCW) oversees this formal, transparent proceeding to ensure rates are fair, reasonable and in the public interest.
Rate review process
- Rate review preparation
We Energies analyzes operating budgets, sales forecasts and capital investment plans to develop the rate review application that supports safe and reliable service and necessary infrastructure investments.
- Filing
We Energies files the rate review application with the PSCW, including detailed supporting testimony and exhibits. Customers are notified about the rate review filing through a bill insert.
- Review
The PSCW examines We Energies budgets, records and proposals and asks the company to defend and update figures where necessary. Intervening parties (e.g., Citizens Utility Board, Wisconsin Industrial Energy Group, etc.) also participate and may file testimony.
- Hearings
The PSCW issues a notice of hearing to inform customers, interested parties and news media in the We Energies service area about the rate request, the case schedule and when hearings will be held.
PSCW staff, We Energies staff, interested parties and members of the public then provide testimony and written comments at the technical and public hearings.
- Ruling
The PSCW decides any outstanding matters and issues a written order on the rate request in an open meeting.
- Rates take effect
New rates take effect and are communicated to customers through bill inserts.
