Request for Proposal (RFP) Incentive Program
Overview
Large Secondary (Rate 70) or General Primary customers may bid for funds to implement an energy efficiency project that saves at least 100 kilowatts of on-peak electric demand.

You may submit your proposal during designated bid cycles. Your proposal will be reviewed, scored and ranked against other proposals. Bids are competitive and the highest scoring bids will be awarded funding first, until the available funds are spent. We anticipate up to $1 million of available project funding for each bid cycle.

Submitting a Bid*
To participate, complete and submit a project application along with a copy of a vendor proposal and an estimate of savings. Although not required, a written summary of the project is recommended to demonstrate your thorough preparation, the quality of the project and the likelihood of successful implementation.

  • Application
    Print out and mail to the address noted on the application.
  • Vendor Proposal
    Please provide a description, technical details with copies of manufacturer specifications, projected delivery and installation timeline for the equipment to be installed and total cost of the project.
  • Estimate of Savings
    Please state and define all equations and assumptions. Spreadsheets are encouraged and should include an electronic copy on disk. If a simulation is used, please provide a clear description of how the simulation calculates savings. Documentation of baseline conditions also is required.

The acceptance of program applications is determined solely by We Energies.

Scoring
Scoring is based on energy savings, avoided utility cost (cost avoided by replacing generation or purchases) and project economics. Consideration also is given for projects that combine multiple energy saving, renewable and leading edge (see chart below) technologies and for customers who have participated in energy management training.

  • Ice storage systems
  • Radio frequency, microwave, or infra-   red heating

  • Other technologies will be reviewed for applicability


    Bids will more likely succeed if:

    • The balance between the avoided utility cost and simple payback is in line with your corporate financial requirements.
    • The project is comprehensive and combines multiple energy saving technologies.
    • You use energy efficiency as a key component in formal training and policy decision-making (i.e., the One-2-Five Program).
    • You participate in the We Energies “Energy for Tomorrow” program.
    • Leading edge technologies are incorporated.
    • The application, vendor proposal and estimate of savings provide all of the required information.
